  • I’d buy the $45 one. Chances are slim that seller is coming down half price.
  • I'm guessing that at this time, the seller has the only one available locally in the US. If there were another, cheaper one available, you would be buying it. The seller has a right to charge more if at this time it is more rare.
  • Also, if there are no others on eBay now in this country he may feel justified in the higher price.

  • Are you US based? Was this being delivered to a freight forwarder? If the USPS website says it's been delivered, you'll have little chance of getting any type of refund. If you are using a freight forwarder, you'll need to deal with them.

  • You refund the purchase minus shipping, and tell them they need to fix their address and buy again.
  • I personally don't do anything except wait to see if the buyer contacts me. I wait about 90 days, then i relist. No, I don't refund unless they contact me, and then will they only get the cost of the item (less eBay fees), not shipping fees. If they still want it, they can pay for second shipping directly to you through PayPal or any payment method of your choosing. Why don't I refund unless they contact me? They might be dead. It might have been some scam. It's a penalty for not knowing your own address.
